Bicycle license

Hi guys found this 1941 bicycle license at Selborne on Saturday.  Usually they have the town name.  This one only has 'B M' anyone know what it stands for?

Nice. All I can think it might stand for is Boksburg Municipality

It's All the Benoni cycle tags have the letters BM, so either Benoni or Boksburg
Where is that five Shilling???
